The UAE Ministry of Foreign Affairs (MOFA) now runs two attestation routes. Digital attestation covers eligible UAE-issued digital documents and is completed online within about two hours on working days. Courier-based attestation, which most people still call physical attestation, covers everything else and takes 1–3 business days inside the UAE. You cannot choose between them, because MOFA’s system assigns the route from the issuing authority and document type you enter.
Documents issued abroad follow a third path through UAE embassies, and Indian documents now use a single digital application that still needs the original paper certificate.
At a glance: which route applies to you ( Physical vs. Digital MOFA Attestation in the UAE)
| Your document | Route MOFA assigns | Typical time | Original paper needed? |
|---|---|---|---|
| UAE-issued digital document with a QR code, barcode or reference number, for use outside the UAE | Digital attestation | Within 2 hours, working hours | No, an original digital PDF |
| UAE-issued paper or non-supported document, for use outside the UAE | Courier-based attestation | 1–3 business days | Yes, a non-laminated original |
| Document issued outside the UAE, for use in the UAE | Attestation through the UAE mission in the issuing country | Up to 7 business days via a service provider | Usually yes |
| Indian document for use in the UAE | UAE Embassy New Delhi digital application, which also covers MOFA | Depends on prior Indian attestation | Yes, collected by an approved provider and returned by courier |
| Commercial invoice or certificate of origin | eDAS 2.0, a separate system | Handled through that system | Not applicable |
The timings above come from MOFA’s own service page. Fees are covered further down.
Step 1: Check which direction your document is travelling
The most useful question is not “digital or physical?” but “where was this document issued, and where will it be used?”
Outbound documents are issued in the UAE and used abroad. MOFA’s digital attestation exists for exactly this case. A parent in Dubai who needs a UAE birth certificate accepted in their home country is the typical example.
Inbound documents are issued abroad and used in the UAE. An engineer arriving with a foreign degree is the typical example. These documents do not qualify for the UAE-issued digital route. They must first be authenticated in the issuing country and then attested by the UAE mission there, as part of the standard certificate attestation process in Dubai.
Most competitor guides blur these two cases, which is why readers end up expecting a two-hour result for a foreign certificate.
Step 2: Understand who decides the route
MOFA states that applicants cannot choose between digital and courier-based attestation. When you apply on the MOFA website or the UAE MOFA smart app, you sign in with UAE Pass, confirm that the document was issued in the UAE, and select the issuing authority and document type. The system then assigns the route automatically.
Three rules follow from this:
- One application carries one route. Digital and courier documents must be submitted separately.
- One application holds up to five documents, all processed the same way.
- Nothing can be edited after submission, and a rejected application cannot be reopened. You must file a new one.
Selecting a different issuing authority or document type to try for the faster route is a reliable way to get rejected. MOFA lists this explicitly as a reason for rejection.
What digital attestation covers
Digital attestation applies to an original digital document issued in the UAE by a supported authority. MOFA’s checklist is short:
- The document was issued in the UAE and is intended for use outside it.
- The issuing authority and document type are on the supported list, which MOFA may expand.
- It is an original digital PDF with a verification feature such as a QR code, barcode, electronic link or reference number.
- The file opens normally, is not password-protected, and has not been altered.
A scan or a phone photo of a paper certificate is not an original digital document and will not qualify.
Since 13 July 2026, UAE-issued birth certificates, death certificates and police clearance certificates have moved onto this route under MOFA’s digital attestation service for birth, death and PCC certificates. UAE-issued educational certificates also appear on the portal’s eligible list.
The finished document is delivered by email or through the My Requests page. Its last page carries the attestation reference number, the date, the amount paid and a verification element, and anyone can check it on MOFA’s verification portal at verify.mofa.gov.ae.
The destination country changes what you receive
This is the step most guides skip. During a digital application, you must name the destination country, and it cannot be changed after submission. That choice decides whether the result includes embassy attestation.
Where both options are available, you can pick one of two outcomes:
- MOFA attestation only. You then complete any attestation required by the destination country’s embassy in the UAE as a separate step.
- MOFA plus the UAE Embassy or Consulate in the destination country. One application delivers both.
For eligible new birth and death certificates processed through the Ministry of Health and Prevention’s website, MOFA’s FAQ lists a combined fee of AED 300, made up of AED 150 for MOFA and AED 150 for the UAE Embassy in the destination country.
Check what the receiving authority abroad expects before you pick. A wrong choice means filing a second application.
What courier-based (physical) attestation still covers
Courier-based attestation has not been replaced. It remains the route for any document that does not meet the digital requirements, including paper originals, older certificates without a verification feature, and document types not yet supported.
MOFA’s requirements for this route are:
- The original document in Arabic or English, or with a legally certified translation.
- Prior certification or attestation by the relevant authorities, where applicable.
- The document must not be laminated.
An approved courier provider collects the document, MOFA attests it, and the provider returns it. The collection slot is chosen inside the same application, so most applicants never need to book a MOFA attestation appointment in person. A document that is not in Arabic or English must be accompanied by a legally certified translation, which in practice means Arabic translation and Ministry of Justice attestation completed before the application.
What this means for expats arriving in the UAE
Expats usually need inbound attestation for employment, family sponsorship or study. The route depends on the issuing country, and the final stage runs through a UAE mission in that country. MOFA says this service is available through selected missions, and that some missions accept applications online while others require a visit in person, with processing of up to seven business days through a service provider. Always check the website of the UAE mission in the country that issued the document.
What this means for Indian documents
Indian documents are the clearest example of digital and physical working together. According to the UAE Embassy in New Delhi’s attestation page:
- India-issued documents must first be attested by India’s Ministry of External Affairs.
- One application then covers both the UAE Embassy in New Delhi and UAE MOFA.
- The original physical document is required. A MOFA-approved service provider schedules pickup.
- You receive the digitally attested document by email, certified by both bodies, and the original is returned by courier.
- Official personal documents such as birth, marriage and death certificates must be submitted in original form.
In practice, the digital result replaces the old physical stamps, but it does not remove the paper handling. The usual order for an Indian degree is notary, state authority, MEA, and then the embassy application. Each document type has its own state-level steps, which is why Indian degree certificate attestation and Indian marriage certificate attestation are handled separately. The embassy stage itself changed with the UAE Embassy attestation process update.
What business owners need to know
MOFA treats personal and commercial documents differently, and so does the fee schedule.
- Personal and educational documents cost AED 150 per document. Commercial documents cost AED 2,000 per document.
- Commercial invoices and certificates of origin are not part of this service. They go through eDAS 2.0.
- Most corporate paperwork, such as a power of attorney or company records, is paper-based, so it normally follows the courier route after the required prior attestation.
Identify the exact document type first. Treating a contract, a power of attorney and an invoice as the same thing is how companies end up on the wrong system. A power of attorney needs power of attorney attestation before UAE authorities will accept it, and company records go through certificate attestation for business setup. MOFA’s rates have been revised more than once this year, so check the current MOFA attestation fees before budgeting. Courier charges are added on top and vary by provider.
The mistakes that cause rejection
MOFA’s own list of rejection reasons is a useful checklist:
- The details entered do not match the uploaded document.
- The issuing authority or document type was selected incorrectly.
- The document is not an original, or it has been altered.
- A digital-eligible document was submitted through the courier route.
- A paper document was laminated.
- The destination country or completion option was wrong.
A refused application cannot be reopened, but most refusals trace back to a short list of common MOFA attestation rejection reasons that can be corrected before a new application is filed.
A quick way to decide
- Where was the document issued? Inside the UAE leads to Step 2. Outside the UAE means attestation through the UAE mission in that country.
- Where will it be used? Digital attestation is only for use outside the UAE.
- Is it an original digital PDF with a QR code, barcode or reference number? If yes and the type is supported, MOFA will likely assign digital. If not, expect courier.
- Is the destination country’s embassy step needed? Choose the completion option that matches it.
- Is it a commercial invoice or certificate of origin? Use eDAS 2.0 instead.
- Is it an Indian document? Complete MEA attestation first, then use the UAE Embassy New Delhi application with the original in hand.

Frequently asked questions
Is physical MOFA attestation still valid in 2026?
Yes. Courier-based attestation remains the route for documents that do not qualify for the digital service.
Can I ask for digital attestation instead of courier?
No. MOFA assigns the route from the issuing authority and document type. Entering inaccurate details to change the route can lead to rejection.
Can I upload a scan of my certificate for digital attestation?
No. The service needs the original digital PDF issued by the authority, with a QR code, barcode, link or reference number.
Does digital attestation mean I never need the original paper document?
Only for eligible UAE-issued digital documents. Indian documents processed through the UAE Embassy in New Delhi still require the original physical document.
Is digital attestation the same as embassy attestation?
Not by default. You choose the completion option. One option gives MOFA attestation only. The other adds the UAE Embassy or Consulate in the destination country.
How long does each route take?
Digital attestation of UAE-issued documents is completed within two hours during official working hours. Courier-based attestation inside the UAE takes 1–3 business days.
How do I check that an attested document is genuine?
Use MOFA’s verification portal and enter the reference number and issue date.
Next step: have the route checked before you pay
The expensive mistakes in this process happen before submission: the wrong document type, the wrong destination option, or a laminated original. Since an application cannot be edited once it is submitted, a short check up front saves a full refiling.
If you want the route confirmed and the application handled for you, Green Line provides MOFA attestation in Dubai from eligibility check to delivery. Documents that start earlier in the chain, such as birth certificate attestation, diploma certificate attestation and true copy attestation, can be handled alongside it. Every file is checked before submission to the authorities.
